Dr. Faisal bin Saleh Al-Shammari

Founder of the firm and head of lawyers and legal advisors, is a licensed lawyer in the Kingdom of Saudi Arabia.

He has extensive experience in structuring and drafting financing and investment products and preparing their documents legally and in accordance with the provisions and principles of Islamic Sharia.

One of the legal experts in the development financing operations implemented by the development funds and banks affiliated to the National Development Fund in the Kingdom of Saudi Arabia, where he previously worked in a number of development funds and banks.

He led the legal work team to implement more than (35) financing transactions during the years 2021-2022 AD, with a financial volume that exceeded (7,000,000,000 Saudi riyals), seven billion Saudi riyals.

The founder of the company is one of the pioneers in the legal and Sharia field in the financial technology ( Fin Tech ) sector. Since the end of 2019 until now, the doctor has developed legal work formats in a technical manner for a number of financial technology companies authorized by the Capital Market Authority and the Central Bank of Saudi Arabia, and implemented through them More than (1,600) financing transactions for more than 250 clients, with a financial volume exceeding (2,500,000,000 Saudi riyals), two billion and five hundred million Saudi riyals.

He also structured many structures of Islamic sukuk and debt instruments in financial technology companies, and enabled financial technology companies to offer standard formats for Islamic sukuk programs and issuances in a fully technical manner that is compatible with the instructions and laws of the supervisory authorities and technical practices followed, and through which more than 150 sukuk and debt instruments issuance programs were implemented. the number of its issuances exceeded 600 issuance, with a financial volume exceeding (2,000,000,000 Saudi riyals) two billion Saudi riyals.

Dr. Faisal also assumed leadership of the legal work team to implement a structured finance deal during the year 2022 AD, with a financial volume exceeding (1,500,000,000 Saudi riyals) one and a half billion Saudi riyals.

He also participated in the Sharia review of three structured finance operations , with a financial volume exceeding one billion riyals.

Between 2020 and 2023, he drafted, structured, and reviewed more than (30) financing and investment products, at a rate of more than 100 agreements and legal documents, ranging from financing contracts, investment agreements, guarantee documents, and Islamic sukuk prospectuses.

In addition to Dr. Faisal’s experience in the legal field related to financing and investment products, he has extensive experience in the field of governance, compliance, and anti-money laundering. In addition to his accreditation as a Compliance and Anti-Money Laundering Officer ( CCO) from the Financial Academy, Dr. Faisal has prepared a number of regulations and policies in this field for a number of companies.

The doctor also has experience in credit and risks related to financing and investment. The doctor has prepared and reviewed many risk and credit policies for a number of companies.

The doctor is familiar with aspects related to the endowment sector and the drafting of legislations, laws, and regulations. He took over the management of the project of drafting the endowments law and modernizing the system of the General Authority of Endowments. He was also the legal director of the ( modernizing the systems and legislation related to economic business) project, which includes the trade sector, the investment sector, the industrial sector, the labor sector, and the municipal sector , and the project included reviewing more than 300 legal documents, including laws, regulations, circulars and ministerial decisions.

Dr. Faisal has a number of publications and research papers in the field of Islamic finance and Islamic Sukuk in particular, in addition to being a speaker and participant in more than 50 seminars and conferences around the world during the past ten years. He also participated in developing a number of international professional standards related to banks in cooperation with the Accounting and Auditing Organization for Islamic Financial Institutions. .
